F K c6cabd724c [Herald] Force Herald to act as NativeVocal notification target (#132) ... This makes Herald, a plugin ONLY react to NativeVocal notifications so notifications can be sent silently by using `Rendering = NotificationRendering.PluginNotifier` on NotificationArgs.
