[ObservatoryCore] Add Statistics and OnFoot CarrierJumps to preread data (#129) ...

CarrierJump w/ OnFoot is needed for many location tracking things -- ATTN MattG as this is causing problems with BioInsights.

I'm requesting Statistics for use by StatsScanner.
